I dont know about the vitamin D part, glass filters UV and I’d say any plastics involved in solar lighting would be UV proofed in some ways also.

Vitamin D is generated by the sun and we absorb it naturally through our skin. “Vitamin D is produced in skin exposed to sunlight, specifically ultraviolet B radiation.” http://en.wikipedia.org/wiki/Vitamin_D
If solartube skylights are designed into buildings, for example, the natural health benefits of sunlight become a big benefit.
