Nearly 100% reliant on imported oil for electricity and water desalination, the USVI has launched an ambitious 15-year plan to cut fossil fuel use 60%. Partnering with NREL and the Interior Dept., the plan's success may have a lasting impact on renewable energy planning and development in the continental US as well
