		<description><![CDATA[<p>Arabian Gulf Coast countries are beginning to get more serious about investing in clean, renewable energy. The United Arab Emirates' state of Dubai is investing more than $3 billion dollars to build a solar photovoltaic (PV) and concentrated solar power (CSP) plant with a 1-gigawatt planned capacity. An initial 10 megawatts is scheduled to come on-line by the end of 2013. </p>
