In the New World, there will be no utilities bill to pay, no gas bill to pay.
the Energy will be produced local, and the money made, spend local.
The money flowing out of the communities to fossil companies, can be spend on study,
sport, health, care, art, and so on.
the math is, that in my community, 18,000 houses,
45 million euros a year is burned,
for heating, warm water, and electricity.

makes in 20 years 900 million euro

gas for cars again 900 million euros.
15000 cars, gas burned 250 euros a month,
is 15000 x 3000 is 45 million burned in cars every year.
With Electric Cars and electricity from the roof
the community saves again 900 million euros in 20 years.
is 1,800000000.00 euros in 20 year in this little community?

the last time I checked with 1 block off the grid they calculated a payback time of 16 years. So, really, where I live, more like 1/5 of what you are saying would (potentially) stay in the community.
