Japan is certainly jumping on offshore. They’ve got two floaters in the water, hooked up, and feeding power back on shore.

That is a head scratcher… Maybe he meant to say that the increased popularity of smaller output turbines is masking the number of adoptees:

100 turbines x 5 MW each = 500 MW
200 turbines x 3 MW each = 600 MW

While the number of installed TURBINES may increase TWOFOLD (showing a STRONG market penetration trend), the power output would increase by “only” 20%.

This trend also indicates a more distributive wind power implementation.

Huh? the growth of the small wind sector is not an explanation for a slowing down in larger onshore wind projects.
