The reason why the first deliveries go to The Netherlands is a change in tax regime for company cars. The tax code forces drivers of a company car to add a certain percentage of the list price to their income. The private use of the vehicle is seen as a form of salary.

For electric cars and plugin hybrids, that percentage now is 0, until 31-12-2013. Company car drivers will enjoy this tax free driving for the duration of the lease contract. So all cars registered before 1 January will enjoy the 0% tax for a maximum of 5 years (depending on the duration of the contract).

For cars registered on or after 1 January, the percentage will be 7% for plugin hybrids and 4% for fully electric vehicles. This is very low. Compared to ordinary cars that run on petrol only, there are 3 tax rates: 14%, 20% or 25%, depending on ghg emissions.

Too much demand for our PHEV so we will have to limit where we sell it for now. We got trouble in river city! That is the kind of trouble everyone wants for their product.
Is battery production going to ramp up fast enough to keep up with the switch to PHEVs, EVs and storage? Suppliers not keeping up with your production line, is not the kind of trouble you want.
