They want to maximise the opportunities for confrontation and extortion in the budget process. I expect the renewables PTC to be renewed in the end-year haggle - but just for another year or two.]]></description>

Then companies would know the ground rules for a long time and be willing to invest/risk even more. Funds could have been more than covered by cutting oil, gas,coal, nuclear subsidies.]]></description>
