federal agencies with a vehicle to make needed facility improvements without using appropriated funds.

As far as the challenges of ESPCs, we agree that thorough, properly-executed planning and assessment must take place. It’s crucial to identify the agency needs, level of savings potential, and performance requirements on which the strategy for implementation must be based. Load-reduction is also critical, and the project must be evaluated in the entirety of its lifecycle to support long-term savings and efficiency improvements.]]></description>
