That investment will come when North Africa settles down and becomes a safer place for investments.

There was a major project called Desertec underway until the major political upheavals disrupted things. Some major corporations were going to build solar plants in North Africa to supply electricity to both Europe and the host countries.

Much of the Middle East has the capital needed to install wind, solar and geothermal. There is probably significant money to be made installing solar and selling electricity. And the sunshine won't run out like oil eventually will.

Plans are still underway to build solar and wind in Morocco and sell power to Europe. Morocco now buys power from Europe via an existing undersea cable.

This league table is not much real use. Investment markets are mostly national, especially for smaller-scale projects like most renewables. A Japanese bank isn't looking at investment opportunities in Germany. Brazil, say, has no need to import capital for solar and wind, The countries that do need to import capital are the really poor ones in Africa, and they are at the bottom.
