		<description><![CDATA[Heres a couple of great ways to spend it.
1) 0-1% loans to Biz, people, local government (think schools in this), non-profits who NRG efficiency, distributed PV systems (roof top, parking)
2) If a local government will give a 15 year tax holiday on above, they can have 6 years of that tax today.
3) Kick start storage by committing to buy distributed storage produced in the USA at set price points. As the price drops the amount they will buy increases.
4) Use it to cover the wind PTC for 10 years and then start ramping it down.
5) Many more...


This would have a much bigger impact (positive) that the money given to Wall street after the shafted us. But in the end it get down to putting the country on a &quot;war effort&quot; scale process, that happens to produce something useful instead of  weapons.]]></description>
