Not only was it a known quake area, the city buildings have never been hardened against quakes as California buildings been.

The Basel fiasco was an early false start; nobody now would try to create an EGS reservoir (involving thousands of microshocks) under a city which suffered a major earthquake in historical times (1356). Even in Switzerland, there is plenty of near-empty countryside. It’s good that a top technological institution like ETH is going for EGS.
