If they were to try to pass this with an agreement that stated no additional PV could be added without battery back-up to aid in grid smoothing, they could limit the negative impacts on their bottom line. This would eliminate (most of) the costly peak power they have to purchase (or generate) which is normally sold at a loss. This means that they would delivering a fairly constant load to the end user, minimizing the cost of their energy and eliminating the need for grid infrastructure improvements.]]></description>
