(Because the Swiss consumers are apparently not able to afford any more. On the other hand the Swiss tax-payers were able to save a single big bank with a 40 billion CHF credit overnight. Oh well, saving banks is more important than saving our only planet we have..)

0.92*0.9*0.85 = 0.7038

Which means they reduced it 39.62% in 2011 alone. Not sure where the 40% came from, or the 2011.
