This research looks to be at least an order of magnitude out, because it appears to be ignoring all the really small microgrids which are particularly important in energy access, i.e. bringing electricity to those currently without it - many of these are as small as 500Watts being shared across a few houses. Its hard to be sure since the report itself is behind a paywall, and I can't see any results on the size distribution.
