With excuses out of the way, why would a building owner or industrial plant not say “Lets do it, Increased Energy Efficiency is profit, and good for our environment”

Take out your utility bills, gas and electric and set a goal to have these reduced substantially by the end of the year.
The technologies are there to make it possible. This will increase jobs across the country, and will make a huge difference to the climate.
