In New Mexico they recently passed a constitutional amendment that requires people running for the public regulatory commission to have a technical degree to qualify to run for this office.  It does not guarantee better results, but hopefully a higher level of debate....]]></description>

If I were in Arizona I would be asking why they didn&#039;t simply raise the rates - The more you consume, the more infrastructure they have to build to serve you, the more YOU cost, the more YOU should pay... not evenly distributed to all of the homes...
