		<description><![CDATA[I applaud community solar and hope MN passes community solar laws like Colorado but a 25 year payback using Xcel Rebates is way too high.  Using Xcel Solar Rebates my client&#039;s are now seeing at best 4 year paybacks on business solar PV systems and 7 years on residential solar PV systems, and they own them to boot!.  Solar PV Systems in non-Xcel areas would still have around a 12 year payback using conventional solar modules.  The above idea is great but the costs look to be way too high.]]></description>
