The substantive issue is that the Obama administration has cut the target size of the Navy from 313 ships to 300, while the actual size is lower still. Maybe that&#039;s what it should be; maybe it&#039;s not. But it&#039;s certainly not because the Navy brass hasn&#039;t appreciated the capabilities of CVNs and SSNs.
