		<description><![CDATA[ This is not only a long overdue improvement of UK railways but an intelligent job creation scheme in these recessed times by enhancing efficiency on infrastructure.My only concern is whether they have also found much more value for money than the horrendous cost and estimate overruns experienced so far by, for example, learning from a regional company called Chiltern Railways which went &#039;in house&#039; where possible and saved a fortune. 
Maybe Joshua or another contributor can shed some more light on this?]]></description>
