They may not be able to give financial incentives and concessions to the renewable energy industry particularly wind enrgy; but what stops them from imposing more tax on fossil fuels to bring the cost of power from fossil fuels to the same level as the cost of power from wind turbines?

Simple populism, short sightedness and donations for election funds from the producers of power from fossil fuels with their coffers overflowing.
