It would have been cheaper to spent part of the money on a group of skill people. To visit each school district, look at the energy audit results. And tell the school board here a prioritized list of projects (based on biggest bang for buck).

Some would still pick project to help make their brother money, but at least then it is very lear that is what is happening. Verse now, it is just as likely they just didn&#039;t know what they were doing.]]></description>
