It said “on average”. It did not say “JouBaur could ride public transportation instead of driving….”.

it would take 5 hours to ride transit instead of 1 hour in my car, and it would cost me $5 more per day than driving.
If my life was worthless, I guess I could ride transit, otherwise, no chance!
