Also the city “had plans” to build a new bridge for over-congested traffic in 2010 and to build a light-rail system encircling the tri-state as well. I’m not sure this begs the question “Is Cincinnati the greenest city in America” – more “This is a misleading article title, and Cincinnati government is making slow progress towards being green.”
