		<description><![CDATA[I may be missing the point here - if renewable energy &quot;credits&quot; are purchased, then is it not true that Cincinnati will be still utilizing coal for electricity?  Also the city &quot;had plans&quot; to build a new bridge for over-congested traffic in 2010 and to build a light-rail system encircling the tri-state as well.  I&#039;m not sure this begs the question &quot;Is Cincinnati the greenest city in America&quot; - more &quot;This is a misleading article title, and Cincinnati government is making slow progress towards being green.&quot;]]></description>
