Sort of like tax payers funding an oil war while the price of gasoline at the pump was below $3 per gallon in the US

They would be better to drop the FCA, and let the cost through. Give every Barbadian a flat amount to help cover they bill. Then people and biz would fell motivated to reduce use and put up they own PV system. Hiding almost 2/3 the cost of electric is a bad way to get people to clean up their act.
