New power plants can only emit 0.5 tons of CO2 per MWh, instead of todays average of 1.1tons for coal (.55 natural gas). 

But it does leave out existing plants, unless they do a project that add 75k tons. Will we see lots of 60k ton additions? 

Now if the GOP does gets it wish to shut down the EPA or at least gut it; then maybe we could talk about setting a bar for existing plants.]]></description>
