		<description><![CDATA[Not only is it cold in Alaska, it&#039;s also getting hotter in Alaska in the summer.  Weatherization works for both hot and cold weather.

Right now, with so many skilled construction people out of work, would be a great time to improve the efficiency of existing buildings.  ]]></description>

		<description><![CDATA[Efficiency is always the first step in meeting renewable energy goals. Lets say you target 25% renewable energy by 2025 and you&#039;re currently consuming 1000 MwH/year. You have identified 5 efficiency projects with a payback of 5 years or less that can save you 25%. You pursue those projects, because they make good financial sense, leaving you with a 750 Mwh/year load. To meet your goal by 2025 you now need only 185.5 MwH of renewables, not 250, and you&#039;re better off financially to boot.
