Any suggestions about places where there is a planned vehicle that is basically small like a scooter, but has a shell to protect against weather, notably rain?

With the hundreds of electric bike models coming out around the world, is there a web site that has various solar canopies made and specifically sized for charging bikes? Is there a site for a sidesaddle foldable emergency type solar chargers? C’mon inventors!! Where are you?
