However, shouldn’t our mantra be to use all of our resources as efficiently as possible anyway.

I do think you are massively overstating the energy to be recovered “If you could double the output of electricity per unit of coal burned, then in a sense you’d halve the CO2 produced per unit of electricity supplied.”

That is a pretty bold statement for an article that did not discuss at all how much energy could be recovered in this way.
