Greenpeace has gone to Dark Side long ago so thanks for admitting the act.
VW makes some of the most economical cars in the world however it is up to
the consumers which cars and how many are sold. Tighter emission regulations
would mean more expensive cars which is probably why VW opposes them not
because they don’t have the know-how. If you want to solve the problem you need to address the correct terminal (car buying public)

Don’t miss the wood for the trees! Some of their fleet are very good, but they represent a very small percentage of total sales – and VW has acted to stall progress on more aggressive emissions reductions.
