Very great local info - thanks.

So the residential solar was $2,000 a kilowatt, but is now gone. I knew I should have checked DSIRE, but took another journalist's word for it that it was $1 a watt (=$1,000 a kilowatt) That is great price for solar for New Hampshire. I'm in sunny California and loving my solar (from a SunRun PPA) but even mine is 12 cents a kwh! (I was paying 19 cents per kwh to PG&E)

This is a great article, thanks for highlighting New Hampshire's unique stance here as well as the very serious repercussions of pulling out of RGGI. To add a bit more info, it is estimated RGGI benefits only costs .36/mo per ratepayer. Ironically, since NH buys a fair share of power from out-of-state, ratepayers will still end up paying some RGGI fees even if the state opts out of the program.

Also, to correct your information about solar rebates - the $1/watt benefit you're mentioning is available exclusively to businesses, nonprofits, and municipalities. The state of residential PV rebates in NH is another issue - those rebates, to date, have been funded by RPS, which is a separate program funded by penalties paid by electricity providers who fail to purchase a requisite amount of renewable energy. These penalty payments go towards renewable programs, such as the residential PV program which provided a $2/watt rebate up to $6,000 until it ran out of money last year. Like RGGI, the RPS has been under fire from the Republican state legislature.

The good news is that PV in general has dropped in cost considerably, and over a 20 year cost of electricity solar electric is a better deal than the grid (~.11c/kWh vs ~.16/kWh). NH also has a great program for solar hot water currently in place to help all of the NH homeowners that run high-mass oil boilers to heat water in the summertime switch over to solar... saving hundreds of gallons of #2 heating oil every year.

We recently posted this guide to the available NH rebates: http://www.revisionenergy.com/blog/what-you-need-to-know-about-the-new-hampshire-solar-energy-rebates/
