This is quite a large and important project and one of the primary stimulus to this was the need to intergrite Wind into all markets and move power back and forth.  I think you owe a slight retraction and clarification on your statement or inferences.   You are right in that the fossil plants were not prepared for such extreme weather but ERCOT is and has been very active in initiating changes to tie their grid to others.  These things do not happen over night.]]></description>
