According to the Institute of Market Transformation, the new model 2012 IECC would increase efficiency in buildings 30 percent over the 2006 IECC.

This is great news!

However, 30% is relative.

So are buildings going to be 30% more efficient than ASHRAE 90.1 2007 or 90.1 2004 or 90.1 2001 ?

It is important to know what the baseline of comparison is. Some baselines create more savings than others.
