		<description><![CDATA[I blame the very powerful fossil industry - along with Kennedy. The fossil-funded think tanks like The Heartland Institute DID have a lot to do with the prevention of this Cape project, (along with all other wind projects and any clean energy projects it opposes) because their anti-wind propaganda swayed people against it.



These think tanks CEI, the Heritage Foundation, etc, move public opinion against renewable energy by providing many &quot;pundits&quot; to opine for the industry on tv and radio shows to provide intellectual ammunition against competition.

As a measure of how effective they are, the MMS was not (until these changes) really set up to approve (or disapprove) off-shore wind (or wave energy, in the future), only to fast-track oil and gas extraction.
