It is just a &quot;fee-bate&quot; - a fee for polluting, funding a rebate for clean energy. It penalizes the dangerous waste from old dirty energy we don&#039;t want, and rewards anyone building the clean secure reliable future energy we do want.



That is not stealing.



A dirty energy company that wants to benefit under cap and trade would ALSO receive funding for installing clean energy, just like everyone else.]]></description>
