Please know, however, that neither new HCFC-22 factories nor increased production can qualify under the CDM. Factories must show three years of production history up to 2005, and the amount of gas that can qualify is pegged to historical production levels. If there&#039;s anything the U.S. has in abundance, it&#039;s the expertise of civil society, and I think putting that to work creating awareness of the CDM&#039;s loopholes can be helpful for everyone.  Of course, it will need to be backed up with good federal policy, which we may very well see in 2009.</description>
